Illinois governor urges pension, Medicaid changes (Reuters)

(Reuters) ? Illinois Governor Pat Quinn on Wednesday said the state must make changes to its pension system and to Medicaid this year, while also insisting that spending cuts alone will not fix the state's budget.

A financial watchdog group recently forecast that Illinois' pile of unpaid bills will quadruple to $35 billion in five years, while Moody's Investors Service cited inaction on pensions and unpaid bills last month when it cut the state's credit rating to A2, the lowest rating level among the states it rates.

"While we have downsized Illinois government more than ever before, we continue to face very difficult decisions to restore financial stability to our state," Quinn, a Democrat, said in his State of the State address to the General Assembly.

Further changes to pensions need to be "meaningful, constitutional and fair to the employees who have faithfully contributed to the system," Quinn said, adding that a pension working group would propose changes that could be enacted this year.

Illinois's unfunded public pension liability of $83 billion, along with escalating costs for Medicaid, the health-care program for the poor funded jointly by states and the U.S. government, have been major factors eroding the state's finances.

The Civic Federation, a Chicago-based government watchdog, had projected a rise in the state's bill backlog to $35 billion if the state fails to address pensions and Medicaid.

Details of the governor's plans may be revealed when he lays out his fiscal 2013 proposed budget on February 22.

In Wednesday's speech, Quinn said the state must take action beyond spending cuts.

"We must build and grow our Illinois economy like never before to keep Illinois moving forward," he said.

Quinn proposed eliminating the state's natural gas utility tax paid by businesses and residents and creating tax credits for taxpayers with children and for businesses that hire military veterans.

State Comptroller Judy Baar Topinka, a Republican, compared those ideas with "putting dessert on the table before the vegetables."

"We must get our fiscal house in order before we can even talk about more tax breaks and incentives," she said in a statement.

The ability to accurately measure a second in time is at the heart of many essential technologies; the most recognizable may be the Global Positioning System (GPS). In a paper accepted for publication in the AIP's journal Review of Scientific Instruments, a researcher at the National Institutes of Standards and Technology (NIST) and the University of Colorado at Boulder discusses how achieving a stable and coordinated global measure of time requires more than just the world's most accurate timepieces; it also requires approximately 400 atomic clocks working as an ensemble. According to the researcher, however, calculating the average time of an ensemble of clocks is difficult, and complicated statistics are needed to achieve greater accuracy and precision. These statistical calculations are essential to help counter one of the most important challenges in keeping and agreeing on time: distributing data without degrading the performance of the source clocks.

All atomic clocks operate in basically the same way, by comparing an electrical oscillator (a device engineered to keep time) with the transition frequency of an atom (one of nature's intrinsic time keepers). The researcher notes that there are strengths and weaknesses in each of these statistical steps, but these weaknesses can be mitigated to some extent by also including retrospective data. So in essence, determining the current time relies on understanding how accurately researchers were able to calculate time in the past. Even the next generation of atomic clocks and frequency standards are unlikely to eliminate the need for these timescale algorithms. However, keeping time and frequency signals and standards the same in all countries is essential and greatly simplifies international cooperation in areas such as navigation, telecommunication, and electric power distribution.

Scientist at Work Blog: A Wolf-Moose Standoff at Isle Royale

John Vucetich, a wildlife ecologist from Michigan Technological University, leads the wolf-moose Winter Study at Isle Royale National Park.

No flying today. Moisture drips from low and lingering clouds. But our ground-based crew is productive. Our field technicians, Dieter Weise and Beth Kolb, snowshoe all day through spruce, over creeks, beneath cedars. They are searching for moose tracks. They find five sets of tracks and follow them to the treasure they seek: pellet piles and yellow snow. The samples will tell us, with help of some chemical analyses, about the pregnancy and nutritional status of those moose.

Rob Bell, a National Park Service employee, snowshoes the Hugginin Loop, recording which balsam firs have survived from last year. The balsam firs are an important source of food for moose.

Each bit of information we collect is like a fragment of papyrus from an ancient text ? not very informative by itself, but loaded with insight when the fragments are pieced together in just the right way.

Meanwhile, we take a sauna, not because we need it, but because we have time on our hands.

Friday, Jan. 27

The Flagship is in the air again. We fly for six hours, as the overcast overtakes the sun. We spot the Chippewa Harbor Pack bedded beneath a small clump of spruce on the north side of Mount Ojibway. Thirty meters away stand a cow moose and her calf. The calf?s only defense is staying close to its mother. The cow is apparently too much for the wolves to mount any kind of straight-on attack. But any advantage will be lost if she walks or runs away. So the moose stay. So do the wolves. But for how long? Although they cannot just take what they want, the wolves apparently see merit in waiting. If the mother moose is inexperienced at defending a calf, she might make a mistake in her anxiety-ridden state of mind. Everyone waits. These confrontations occur regularly. A typical moose might stand wolves down several times a year. Sometimes the wolves move on after just a few minutes. Sometimes they remain for days.

We see some wolf tracks near Grace Creek, more on the beach of Siskiwit Bay, and more again near Little Todd Harbor (see map). We?re not sure whether the tracks belong to one or two groups of wolves.

Still no signal from the radio-collared wolf Romeo. We?ve resigned ourselves to the possibility that his collar has malfunctioned. If he is alive, he has most likely left his pack. Perhaps he?s among the wolves making tracks at the west end of Isle Royale. When we find wolves, we?ll be looking to see if any wear a collar that doesn?t emit a signal.

Today marks a first for me: I saw more foxes than wolves on a flight. We see four of the small fluffy-tailed creatures. Throughout upper central North America, snowshoe hares are at the peak of their 10-year cycle. While the hares will be starving this winter as their populations begin to drop, it?s a good year to be a fox.

The wind quickly rises to 25 knots. Don wrestles the wind for control of the Flagship. It?s time to go home. The overcast skies bring light snow that soon turns to squalls.

Saturday, Jan. 28

Wind and snow keep us grounded. But it?s Saturday night and we have R.F.D.-TV. The evening begins with ?The Marty Stuart Show? and ends with ?The Mollie B Polka Party.? The booming oompa-pa of a big old tuba reverberates through the bunkhouse.

Sunday, Jan. 29

By noon, 30-knot winds are dropping off. Don flies Beth and Dieter to the Daisy Farm cabin at the other end of the island. They will spend the next couple of weeks working there, searching for moose pellet and urine samples. Each year we collect samples from about 50 moose at both ends of the island.

On the flight back from Daisy Farm, Don spots six wolves from Chippewa Harbor Pack. That?s one more than the five we?d seen previously. The wolves are sleeping on McDonald Lake. And from over Sargent Lake, he hears a few beeps from Romeo?s collar. But then the collar goes silent. We had a similar experience during a flight last week. Now we think Romeo is alive but wearing a collar that works only intermittently.
