Hong Kong aims at smugglers in bid to stop run on baby formula milk

HONG KONG (Reuters) - Hong Kong introduced measures on Friday to tackle a shortage of baby milk formula as food-safety-conscious mainland Chinese people flock to the city to stock up on supplies ahead of a Lunar New Year holiday.

The Hong Kong government cut the luggage allowance on trains that connect the city to the mainland to 23 kg (50 lb) from 32 kg (70 lb) and limited the number of cans of milk powder a person can take back into the mainland to two per visit.

It said it would also set up a hot line from Friday evening allowing Hong Kong mothers to place orders for seven brands of infant formula and ensure that orders placed by this weekend are delivered by the new year holiday, which starts on February 10 and runs for a week in China, when most shops are closed.

A series of scandals involving food produced in China, including milk, has sapped the confidence of many mainland consumers, who have flocked to Hong Kong to shop, angering residents of the wealthy city who say the problem has led to shortages and pushed up prices.

"The scandals here definitely have had an effect," said Kevin Der Arslanian, a business analyst at China Market Research Group in Shanghai. "People don't trust necessarily that the product they buy is real or the quality is good."

High import taxes in China have also created a thriving grey market for traders who buy products tax-free in Hong Kong and take them on crowded trains across the border on trolleys, in suitcases or stuffed in their jackets, to resell for a profit.

Hong Kong was guaranteed a degree of autonomy when it returned to China under a deal that ended British rule in 1997. The baby-milk shortage is the latest in a string of issues that have troubled ties between the capitalist city and communist mainland.

Hong Kong people are so frustrated over the baby milk they have turned to U.S. President Barack Obama for help, launching a petition on a White House web site saying babies in the financial center faced malnutrition and their government is failing to solve the problem.

As of Friday evening, the petition had attracted 13,422 signatures since it was launched on Tuesday. It needs to secure 100,000 by February 28 to draw a response from the U.S. government.

Demand for Hong Kong's high quality and regulated infant formula brands shot up in 2008 when a melamine milk powder scandal made nearly 300,000 mainland Chinese children sick.

Cans of infant formula Frisolac Gold 1 were on sale for HK$260 ($33.52) at a pharmacy in Hong Kong's Mongkok district on Friday. It sells for 261 yuan ($41.97) at 360buy.com, an online retailer in China.

Pharmacy owner Charles Mui said he tried not to promote smuggling: "I only sell milk powder to customers who really use the products to feed their babies."

Chinese visitors have also been snapping up milk powder products in Europe and Australia, while the former Portuguese territory of Macau, across the mouth of the Pearl River from Hong Kong, announced a plan on Monday to give city parents priority in buying baby formula.

Recent fears over the quality of chicken in China hit sales at mainland branches of McDonald's and Yum's KFC, and further undermined consumer confidence.

Ahmadinejad to make first Egypt visit by Iran head in decades

CAIRO (Reuters) - Mahmoud Ahmadinejad will visit Cairo next week, becoming the first Iranian president to travel to Egypt since Iran's 1979 revolution ruptured diplomatic ties between the two most populous countries in the Middle East.

Ahmadinejad will head Iran's delegation to a summit of the Organisation of Islamic Cooperation in Cairo, said Amani Mojtaba, head of Iran's interest section in Cairo, which it maintains in the absence of an official embassy.

"I hope that Iranian-Egyptian relations return to the full diplomatic level," he told Reuters.

The trip follows a visit by Egypt's new Islamist President Mohamed Mursi to Iran in August last year, when the two leaders agreed to reopen official embassies.

Tehran broke off relations with Cairo in 1980, a year after both Iran's revolution and Egypt's peace agreement with Israel.

While the countries were estranged, Egypt gave asylum and a state funeral to Iran's exiled Shah Reza Pahlavi, who is buried in a medieval Cairo mosque alongside his ex-brother-in-law, Egypt's last king, Farouk. Iran named a street after the assassin who killed Egypt's President Anwar Sadat.

The 2011 uprising that toppled Egypt's former autocratic leader Hosni Mubarak has provided a chance to reopen formal relations. But Egypt, like other Sunni Muslim Arab states, remains at odds with Shi'ite Iran over many regional issues.

Mursi has been among the most vocal opponents of Syrian President Bashar al-Assad, Iran's ally. Syria's membership of the OIC was suspended at the organization's last summit, despite strong Iranian objections, and the civil war there is likely to be one of the main issues discussed in Cairo next week.

The OIC summit will be the biggest international event Mursi has hosted since taking power seven months ago as the first elected leader in Egypt's 5,000-year history.

It follows days of violent street demonstrations by his political opponents in which nearly 60 people have been killed since January 25.

Hagel, McCain tangle over Iraq war and troop surge

WASHINGTON (AP) ? Republican Sen. John McCain is tangling with Chuck Hagel over his past statements about the Iraq war. The Arizona Republican says that his dissatisfaction Hagel's answers could affect whether he votes for or against the former Republican senator who is President Barack Obama's choice for secretary of defense.

McCain, a strong backer of the 2007 troop surge, on Thursday pressed Hagel whether he was right or wrong in his opposition to the influx of 30,000 troops. Hagel declined to give a simple answer, seeking to elaborate and saying that Iraq took the U.S. focus off Afghanistan.

The two, who know each other well from Hagel's time as a Republican senator from Nebraska, talked over each other during Hagel's confirmation hearing. Hagel faces opposition from some other Republican senators as well.

Ecology is rife with predation, competition, and other dramatic "negative interactions," but those alone do not determine the course life on Earth. Organisms sometimes benefit each other, too, and according to the Stress Gradient Hypothesis, their "positive interactions" become measurably more influential when ecosystems become threatened by conditions such as drought. Ecologists have argued about the hypothesis ever since Brown University ecologist Mark Bertness co-proposed it in 1994; Bertness says a large new global meta-analysis he co-authored in Ecology Letters definitively shows that it is true.

The evidence, principally analyzed by former Brown visiting graduate student Qiang He of Shanghai Jiao Tong University in China, comes from 206 studies of 727 shifts of plant interactions amid varying degrees, or gradients, of stress on six continents. Examining the data from each paper and contacting original authors when necessary, He determined the overall trends across the many experiments.

In the vast majority of studies, as stress increased, the significance of interactions shifted toward mutual support in that positive interactions, such as those that promoted neighbors' survival, strengthened in influence, and negative interactions, such as those that hindered neighbors' growth, weakened. In some studies, stress did not change interactions, but negative interactions never increased as stress did, no matter what kinds of plants were involved, what kinds of conditions they were under, or where they were.

"Our results show that plant interactions generally change with increased environmental stress and always in the direction of an outright shift to facilitation (typical for survival responses) or a reduction in competition (typical from growth responses)," the authors wrote in the paper published online. "We never observed an increase in competition at higher stress. These findings were consistent across fitness measures, stress types, growth forms, life histories, origins, climatic zones, ecosystems and methodologies."

Analyses of studies of grasses, trees, and shrubs, for example, found that despite the obvious differences among these plant types, they all shifted toward less negative or more positive interactions.

"Typically, highly competitive species [e.g., grasses] have decreased competitive or neutral effects at high stress, whereas less competitive species [e.g., trees] have strong facilitative effects at high stress," the authors wrote.

Overall, the researchers found, studies with observations of greater degrees of stress increase ? "longer" stress gradients ? also observed greater degrees of shift toward positive interactions.

The hypothesis and the importance of positive interactions in ecology began to occur to Bertness in the 1970s and 1980s. As a junior faculty member at Brown, along the shores of Rhode Island, he noticed that seaweeds and barnacles would never survive the heat stress above the tides in isolation. They could only persist in groups, suggesting that with stress, organisms were better off together ? despite their competition ? than apart.

It's the same reason why sparsely planted gardens wilt in hot, dry conditions while more densely planted gardens survive. Mutually beneficial soil shading becomes more important than competition for that soil moisture when it becomes scarce.

Bertness published the Stress Gradient Hypothesis in Trends in Ecological Evolution with Ray Callaway, then a graduate student at the University of California?Santa Barbara. Callaway is now a professor at the University of Montana.

A shift in research?

Nearly two decades later with so much evidence now assembled, Bertness said, ecologists should feel confident enough in the Stress Gradient Hypothesis to employ it as a "rule of thumb." Rather than continuing to debate whether the hypothesis is valid, he said, researchers could now focus on crafting experiments to probe how much predictive value the hypothesis has and test its applications to conservation biology.

The hypothesis suggests, for example, that marine ecosystem managers who want to help tropical fish should focus on sustaining foundational species in the ecosystem, such as corals. With the ecosystem's foundation shored up the natural tendency among species toward greater positive interactions under stress should allow the fish to weather stress better.

"We're no longer in the casual, earlier stages of ecology," Bertness said. "In our lifetimes we're watching Caribbean coral reefs die, kelp forests die, and salt marshes and sea grass beds being decimated. We need to figure this stuff out quickly. These are no longer intellectual arguments without consequence."

In other words, with nature under stress, Bertness hopes that He's efforts to pull together the available data will lead ecologists to pull together so that they can apply the guidance the hypothesis provides.

Genome shows mutant gene gives pigeons fancy hairdos

Jan. 31, 2013 ? University of Utah researchers decoded the genetic blueprint of the rock pigeon, unlocking secrets about pigeons' Middle East origins, feral pigeons' kinship with escaped racing birds, and how mutations give pigeons traits like a fancy feather hairdo known as a head crest.

"Birds are a huge part of life on Earth, and we know surprisingly little about their genetics," especially compared with mammals and fish, says Michael D. Shapiro, one of the study's two principal authors and an assistant professor of biology at the University of Utah. "There are more than 10,000 species of birds, yet we know very little about what makes them so diverse genetically and developmentally."

He adds that in the new study, "we've shown a way forward to find the genetic basis of traits -- the molecular mechanisms controlling animal diversity in pigeons. Using this approach, we expect to be able to do this for other traits in pigeons, and it can be applied to other birds and many other animals as well."

The study appears Jan. 31 on Science Express, the website of the journal Science. Shapiro led the research with Jun Wang of China's BGI-Shenzhen (formerly Beijing Genomics Institute) and other scientists from BGI, the University of Utah, Denmark's University of Copenhagen and the University of Texas M.D. Anderson Cancer Center in Houston.

Key findings of the study of pigeons, which first were domesticated some 5,000 years ago in the Mediterranean region:

"The researchers sequenced the genome, or genetic blueprint, of the rock pigeon, Columba livia, among the most common and varied bird species on Earth. There are some 350 breeds with different sizes, shapes, colors, color patterns, beaks, bone structure, vocalizations and arrangements of feathers on the feet and head -- including head crests that come in shapes known as hoods, manes, shells and peaks.

"The pigeon is among the few bird genomes sequenced so far, along with those of the chicken, turkey, zebra finch and a common parakeet known as a budgerigar or budgie, so "this will give us new insights into bird evolution," Shapiro says.

Using innovative software developed by study co-author Mark Yandell, a University of Utah professor of human genetics, the scientists revealed that a single mutation in a gene named EphB2 causes head and neck feathers to grow upward instead of downward, creating head crests.

"This same gene in humans has been implicated as a contributor to Alzheimer's disease as well as prostate cancer and possibly other cancers," Shapiro says, noting that more than 80 of the 350 pigeon breeds have head crests, which play a role in attracting mates in many bird species.

The researchers compared the pigeon genome to those of chickens, turkeys and zebra finches. "Despite 100 million years of evolution since these bird species diverged, their genomes are very similar," Shapiro says.

The study turned up more conclusive evidence that major pigeon breed groups originated in the Middle East, and that North American feral pigeons -- which are free-living but not wild -- are close relatives of racing pigeons, named racing homers.

A Genome for the Birds, a Gene for Head Crests

The study assembled 1.1 billion base pairs of DNA in the rock pigeon genome, and the researchers believe there are about 1.3 billion total, compared with 3 billion base pairs in the human genome. The rock pigeon's 17,300 genes compare with about 21,000 genes in people.

The researchers first constructed a "reference genome" -- a full genetic blueprint -- from a male of the pigeon breed named the Danish tumbler. They did less complete sequencing of two feral pigeons and 38 other pigeons from 36 breeds.

Shapiro says his team's study is the first to pinpoint a gene mutation responsible for a pigeon trait, in this case, head crests.

"A head crest is a series of feathers on the back of the head and neck that point up instead of down," Shapiro says. "Some are small and pointed. Others look like a shell behind the head; some people think they look like mullets. They can be as extreme as an Elizabethan collar."

The study found strong evidence that the EphB2 (Ephrin receptor B2) gene acts like an on-off switch to create a head crest when mutant, and no head crest when normal. It also showed the mutation and related changes in nearby DNA are shared by all crested pigeons, so the trait evolved just once and was spread to numerous pigeon breeds by breeders. They ruled out the alternate possibility the mutation arose several times independently in different breeds.

The researchers analyzed full or partial genetic sequences for 69 crested birds from 22 breeds, and 95 uncrested birds from 57 breeds. They found a perfect association between the mutant gene and the presence of head crests.

"The way we tracked this trait was innovative," Shapiro says. "We used gene-finding software from Mark Yandell's group that was developed to find mutations that control human diseases. We adapted this software to find mutations that control interesting traits in pigeons. This should be extendable to other animals as well."

The scientists also showed that while the head crest trait becomes apparent in juvenile pigeons, the mutant gene affects pigeon embryos by reversing the direction of feather buds -- from which feathers later grow -- at a molecular level.

Other genetic factors -- not identified in the new study -- determine what kind of head crest east pigeon develops: shell, peak, mane or hood, according to Shapiro.

Tracking the Origins of Pigeons

A 2012 by Shapiro study provided limited evidence of pigeons' origins in the Middle East and some breeds' origins in India, and indicated kinship between common feral or free-living city pigeons and escaped racing pigeons.

In the new study, "we included some different breeds that we didn't include in the last analysis," Shapiro says. "Some of those breeds only left the Middle East in the last few decades. They've probably been there for hundreds if not thousands of years. If we find that other breeds are closely related to them, then we can infer those other breeds probably also came from the Middle East. That's what we did."

"We found that the owl breeds -- which are pigeon breeds with very short beaks and that are very popular with breeders -- likely came from the Middle East," he says. "They are very closely related to breeds we know came from Syria, Lebanon and Egypt."

Shapiro says the study also "found a lot of shared genetic heritage between breeds from Iran and breeds we suspect are from India, consistent with historical records of trade routes between those regions. People were not only trading goods along those routes, but probably also interbreeding their pigeons."

As for the idea that free-living pigeons descended from escaped racing pigeons, Shapiro says his 2012 study was based on "relatively few genetic markers scattered throughout the genome. We now have stronger evidence based on 1.5 million markers, confirming the previous result with much better data."

The scientists analyzed partial genomes of two feral pigeons: one from a U.S. Interstate-15 overpass in the Salt Lake Valley, and the other from Lake Anna in Virginia.

"Despite being separated by 1,000 miles, they are genetically very similar to each other and to the racing homer breed," Shapiro says.

He notes that pigeons were one of evolutionist Charles Darwin's "favorite examples of how selection works. He used this striking example of artificial selection [by breeding] to communicate how natural selection works. Now we can get to the DNA-level changes that are responsible for some of the diversity that intrigued Darwin 150 years ago."

The study's University of Utah co-authors were Yandell; Eric Domyan, biology postdoctoral fellow; Zev Kronenberg and Michael Campbell, Ph.D. students in human genetics; Anna Vickery, biology undergraduate student; Sydney Stringham, Ph.D. student in biology; and Chad Huff, a former postdoctoral fellow in human genetics now at the University of Texas.

The study was funded by the Burroughs Wellcome Fund, the National Science Foundation, the University of Utah Research Foundation, the National Institutes of Health and the Danish National Research Foundation.

Los Angeles Catholic archdiocese releases priest abuse files

LOS ANGELES (Reuters) - The Catholic Archdiocese of Los Angeles, after years of legal battles, released files on Thursday of priests accused of molesting children and removed a top clergyman who had been linked to efforts to conceal the abuse.

Archbishop Jose Gomez said he had stripped his predecessor, retired Cardinal Roger Mahony, of all public and administrative duties. Mahony's former top aide, Thomas Curry, stepped down as bishop of Santa Barbara.

"I find these files to be brutal and painful reading. The behavior described in these files is terribly sad and evil," Gomez said in a statement released by the nation's largest Catholic archdiocese.

"There is no excuse, no explaining away what happened to these children. The priests involved had the duty to be their spiritual fathers and they failed," he said.

A spokesman for a victims' support group said that the removal of Mahony and Curry was long overdue and a small step after the church spent years fighting to protect them.

"Hand-slapping Mahony is a nearly meaningless gesture," said David Clohessy, director of the Survivors Network of Those Abused by Priests, or SNAP.

"When he had real power, and abused it horribly, he should have been demoted or disciplined by the church hierarchy, in Rome and in the U.S. But not a single Catholic cleric anywhere had the courage to even denounce him. Shame on them," he said.

The 12,000 pages of files were made public more than a week after church records relating to 14 priests were unsealed as part of a separate civil suit, showing that church officials plotted to conceal the molestation from law enforcement as late as 1987.

Those documents showed that Mahony, 76, and Curry, 70, his top adviser, both worked to send priests accused of abuse out of state to shield known molesters in the clergy from law enforcement scrutiny in the 1980s.

Mahony and Curry also tried to keep priests sent away to a Church-run pedophile treatment center from later revealing their misconduct to private therapists who would be obligated to report the crimes to police, the documents showed.

Los Angeles prosecutors have said they will review and evaluate the documents, this batch of which includes 124 personnel files, 82 of which have information on allegations of sexual abuse, according to the archdiocese.

The Los Angeles archdiocese, which serves 4 million Catholics, reached a $660 million civil settlement in 2007 with more than 500 victims of child molestation in the biggest such agreement of its kind in the nation, and Mahony at the time called the abuse "a terrible sin and crime."

Victims' advocates have accused Church leaders of continuing to obfuscate their role in the scandal, and cite the newly released confidential letters and memos as a "smoking gun" proving complicity by Mahony and others.
