TUC youth wing makes jobs appeal

Calls for guaranteed jobs or training for unemployed youngsters have been made at a conference of young trade-union activists amid rising concern over youth unemployment.

The issue has been top of the agenda at the TUC's young members' conference in London, where delegates discussed the latest unemployment figures, which showed a jobless rate of 22% for 16 to 24-year-olds.

More than a million young people are jobless, which has led to growing calls for action to tackle the crisis. The conference has heard complaints that temporary contracts for young people were being "over-used" while there were limited opportunities for work.

TUC general secretary Brendan Barber said: "Now is certainly not the time to be young and looking for a job, with figures showing more than one million people under 24 around the UK are unable to find work.

"The TUC's young members are rightly concerned about the future of their generation. With a strong recovery still failing to take hold, the bleak prospects facing young jobseekers will be with us for some considerable time to come.

"With the toxic combination of increasing unemployment, high tuition fees and inadequate Government support for those out of work, our unemployed young people are being given no option but to join the back of the dole queue."

Fern McCaffrey, chairman of the TUC young members' forum, said: "With youth unemployment now hitting a million, the Government's decision to axe the Future Jobs Fund is looking increasingly foolish and ministers' replacement offer of cut-price work experience is woefully inadequate.

"Young people represent our future economic hopes and getting them into work should be the Government's top priority. The Prime Minister should guarantee a job or high-quality training to any young person out of work for six months or more to prevent losing a generation to joblessness and under-achievement."

A Department for Work and Pensions spokesman said: "Tackling youth unemployment is an absolute priority for ministers, which is why we are spending ?1 billion over the next three years on the youth contract.

"From April 2, it will create around half a million work experience and training opportunities, including 160,000 wage incentives of up to ?2,275 for employers to recruit 18-to-24-year-olds from the work programme."

Analysis: Why N. Korea's planned rocket test matters

SEOUL, South Korea -- North Korea may have the bomb, but it hasn't perfected ways to put one onto a missile that could strike faraway enemies like the United States.

This is why Pyongyang's announcement that it will launch a satellite on a long-range rocket next month is drawing so much attention: Washington says North Korea uses these launches as cover for testing missile systems for nuclear weapons that could target Alaska and beyond.

Although North Korea isn't on the official agenda of next week's Nuclear Security Summit in the South Korean capital, here's a look at why the launch will be a major point of discussion when President Barack Obama and other world leaders gather in Seoul:

THE HISTORY
North Korea has spent decades trying to perfect a multistage, long-range rocket.

Next month's launch ? set to happen around the April 15 centennial of the birth of founder Kim Il Sung ? would be the fourth of its kind since 1998, when Pyongyang sent a long-range rocket hurtling over Japan.

A 2006 test was considered a failure, but North Korea grabbed attention shortly after with its first nuclear test blast. The U.N. Security Council later banned North Korea from any further nuclear or ballistic missile testing.

North Korea's third launch, in 2009, was considered a partial success, with two of the three stages pushing the rocket over the Pacific. The third stage failed, and, despite North Korea's claims of success, no satellite was put into orbit, the U.S. North American Aerospace Defense Command said.

That test was condemned by the U.N. Security Council. Pyongyang protested that it was testing satellite technology for peaceful purposes. It subsequently abandoned six-nation nuclear disarmament talks and, weeks later, carried out a second nuclear test.

The next year saw violence blamed on North Korea that killed 50 South Koreans, including an attack on a warship and the North's shelling of a front-line island.

THE TECHNOLOGY
Experts and governments will scrutinize next month's launch of what the North's state media call an Unha-3 rocket, presumably the next version of the Unha-2 rocket used in the 2009 test.

Unha-2 represented a significant advancement over previous rockets, according to an analysis written by missile experts David Wright and Theodore Postol. It was roughly 100 feet long and may have been designed around Soviet missile components, the writers said.

Next month's rocket is set to fire from a new site on the North's west coast, according to GeoEye and Google Earth satellite imagery posted by Tim Brown, an analyst for GlobalSecurity.org. The Tongchang-ri site is about 35 miles from the Chinese border city of Dandong, across the Yalu River from North Korea.

Positioned only 45 miles from the North's main Yongbyon nuclear complex, it has better roads and facilities, and allows a southerly flight path that keeps the rocket from flying over other countries, according to Wright, technical researcher at the Union of Concerned Scientists.

The new rocket will probably have better boosters and engines ? and might even succeed in putting a satellite into space if it contains one, said Sohn Young-hwan, a South Korean rocket scientist who heads the privately funded Institute of Technology and Management Analysis in Seoul.

North Korea may have loaded the rocket's third stage with more fuel to increase capability, Wright said by email, part of improvements that "would translate to greater range if that technology was used to build a long-range ballistic missile."

North Korea says the launch is meant to contribute to "international trust and cooperation in the field of space scientific researches."

But because ballistic missiles and rockets in satellite launches "share the same bodies, engines, launch sites and other development processes, they are intricately linked," said Mark Fitzpatrick, an analyst at the International Institute for Strategic Studies.

THE HURDLES
So far, Pyongyang can only deliver a nuclear bomb "by boat, by van or by airplane, not by missile," said Hecker, the nuclear scientist.

After half a century of persistence, North Korea is thought to have a fairly small nuclear arsenal.

While it has enough plutonium for about four to eight "simple" bombs similar to what the U.S. dropped on Nagasaki in 1945, Hecker estimates, it doesn't yet appear to have the ability to make bombs small enough to mount on a missile.

Miniaturized warheads would require more nuclear tests, and Hecker warns that if North Korea breaks its nuclear test moratorium, "it will almost certainly be a test of a miniaturized design."

THE DIPLOMACY
Governments and experts are worried that a new rocket launch will spur a chain of events that will mirror 2009, resulting in a breakdown of diplomacy, another nuclear test and soaring tensions, threats and bloodshed.

The United States has warned the launch would jeopardize a diplomatic deal settled last month that would ship U.S. food aid to the impoverished North in exchange for a moratorium on missile and nuclear tests, as well as a suspension of nuclear work at Yongbyon.

Skepticism surrounds North Korea's agreement to halt uranium enrichment and long-range missile tests, in exchange for U.S. food aid. Author Gordon Chang discusses.

U.S. officials will be pushing China to pressure its ally Pyongyang, and President Barack Obama is expected to raise the issue during a key meeting with Chinese President Hu Jintao on the nuclear summit's sidelines. There could also be meetings among the U.S. and its Asian allies, Japan and South Korea.

Hecker says a launch "makes a mockery" of the U.S.-North Korea nuclear deal.

"You use the same technology in long-range rockets that you do in long-range missiles," he said. "The only difference is what you put on top."

California struggling to prepare quake early warning system

Japan has one. So do Mexico, Taiwan, Turkey and Romania.

But California has struggled to develop and deploy an earthquake warning system that would give cities seconds of crucial time to prepare for the impact of a massive earthquake.

California is spending only a fraction of what Japan and Mexico have devoted, and scientists said the progress is so slow that they cannot say when the state might complete its own system.

Until recently, researchers were spending only about $400,000 a year developing the technology. Last year, they received a $6-million grant for work on a new prototype. But experts said it would cost about $150 million to build and $5 million a year to operate a system covering California and other quake-prone states along the Pacific.

Japan's system cost $1 billion to build and includes 1,000 GPS sensors to detect and monitor seismic waves.

One reason for the lack of interest, some experts say, is that unlike Mexico, Japan and the other countries with early warning systems, California has not experienced a truly catastrophic earthquake in more than a century.

"I think it'll happen. The question is whether we get it sooner than before we have a tragic earthquake or whether we have it after a tragic earthquake," said Thomas Heaton, a professor of engineering seismology at Caltech. "Unfortunately in the earthquake business, often things don't happen until we have a tragedy."

Officials in California have been working on a system for about five years. And as personal technology continues to evolve, their current warning plan is geared heavily toward social media and mobile communications.

Alerts of coming quake waves in California could be sent via Twitter and other forms of social media, with scientists hoping to get word out as broadly as possible. Alerts would also go up on TV and radio. With the warning, scientists hope that emergency crews would have time to open fire station doors, protect nuclear power plants, slow down trains and take other measures before the quake was felt.

Researchers have also launched a campaign for the public to attach accelerometers to home computers and smartphones that could transmit earthquake shaking to authorities in real time. They believe that this data, combined with information gleaned from underground sensors placed throughout the region, could help with the early warning system.

Waves from a quake move quickly through the ground, but electronic signals are far faster, allowing a warning to outrun the shaking.

Officials said the length of the warning depends on the quake's epicenter. A temblor along the San Andreas fault around the Salton Sea, for example, could give up to a full minute of warning time before shaking occurred in Los Angeles, officials said.

When Japan was rocked by a 9.0 earthquake last year, the warning system sent an alert to Tokyo before the seismic waves of the quake reached the city. The same thing happened in Mexico City on Tuesday after a 7.4 quake occurred near Acapulco.

Both systems are far from perfect. Both underestimated the size of their respective quakes, and in Mexico City warnings were not as widely distributed as they should have been.

Experts warn that Los Angeles presents special challenges for an early warning system that are less of a problem in Tokyo or Mexico City.

The systems in Japan and Mexico often detect seismic waves coming from quakes that erupt off the coast at some distance. Mexico City is actually more than a hundred miles from where these earthquakes spawn, said Caltech seismologist Pablo Ampuero, who is working on California's early warning efforts.

"They are worried about those earthquakes because the soil of Mexico City is soft as to amplify the shaking. It behaves like jelly when an earthquake reaches it," Ampuero said. "Even if an earthquake happens on a far coast, if it reaches Mexico City, it can cause severe damage."

By contrast, Southern California is crisscrossed by active fault lines such as Newport-Inglewood, Hollywood, Puente Hills and Whittier.

A major quake on those faults could be felt in L.A. almost immediately. By contrast, a quake on the San Andreas fault, which experts have long predicted would produce "The Big One," could provide more time.

"If an earthquake happens here, you don't have that much time to detect it and generate an alarm," Ampuero said. "That's why it's more challenging to have an efficient warning system here. Nevertheless, we have been working on this for several years and the technology is now reaching a maturing stage to make it feasible for an early warning system in California."

Despite these concerns, experts are convinced a system could save lives. Heaton of Caltech said that with adequate funding, a system could be working within three years. But it would probably require a public-private partnership, with utilities and other companies working to ensure the alerts get out quickly.

Mexico City's early warning system, which leans heavily on sirens to get the word out, is bare-bones compared to Japan's or what California researchers envision.

John Vidale of the University of Washington said early warning systems in Japan, Mexico, Taiwan and Romania all function under the same technological principle, detecting preliminary P waves that travel on the surface before the stronger S waves arrive. Japan uses particularly expensive GPS devices that are dropped into boreholes hundreds of feet below the surface.

The American model would be less expensive in part because it would not require the boreholes, Vidale said.

Still, Vidale said, "we are going to have to show that the costs of the system are outweighed by the benefits."

Family of slain black Fla. teen hear 911 calls

SANFORD, Fla. (AP) ? The first call before a black teenager was fatally shot in Florida's Retreat at Twin Lakes Townhomes came from 28-year-old George Zimmerman, a white neighborhood watch captain who wanted to report a suspicious man walking through the gated community.

"This guy looks like he is up to no good. He is on drugs or something," Zimmerman told the dispatcher from his SUV. He added that the black teen had his hand in his waistband and was walking around looking at homes.

Sanford police officials on Friday released eight 911 calls that they used in their investigation into Zimmerman's shooting death of the 17-year-old teen, Trayvon Martin.

Martin's family had demanded the release of the 911 calls to help better understand how Martin died while walking home from a convenience store last month. They hoped to find an answer as to why police hadn't yet arrested Zimmerman, who claimed self-defense.

After listening to recordings of 911 calls Friday night, Martin's family said they're more convinced than ever that the Zimmerman should be charged with a crime. The case has been turned over to the State Attorney's Office which can decide whether to file charges or present evidence to a grand jury.

Attorney Benjamin Crump, who is representing the family, told reporters outside Sanford City Hall that Martin's parents both broke down and cried as they listened to the recordings.

"They are completely devastated, and they are in unbelievable grief," Crump said.

Martin's parents, Tracy Martin and Sybrina Fulton, previously sued to have the recordings released. A hearing for the case had been scheduled for Monday.

During Zimmerman's initial call, he told the dispatcher he was following Martin and the dispatcher told him, "You don't need to do that."

Moments later, dispatchers were bombarded by seven 911 calls from frantic neighbors describing a fight between two men, screaming and then a gunshot.

"There is somebody screaming outside," one female caller said, as an unknown male voice can be heard crying in the background. Then a shot is heard.

A male caller described a physical altercation between Martin and the shooter.

"I just heard a shot right behind my house," The caller said. "They're wrestling right behind my porch. The guy is yelling 'Help.' I'm not going outside."

Earlier Friday, Martin's parents called on the FBI to take over the investigation, saying they no longer trusted the Sanford police department.

Sanford police Sgt. David Morgenstern said the department stands by its investigation but welcomes help from any outside agency. FBI agent David Couvertier said the agency has been in contact with Sanford police and is monitoring the case.

"We are committed to having somebody review this to see if we made a mistake," said Sanford Mayor Jeff Triplett. "If we made missteps and there is something there, we will act accordingly."

Several Sanford residents who spoke to The Associated Press Friday said they think there would have been an arrest already if the shooter had been black and the deceased had been white. They said blacks and whites in this city of 53,000 residents were pretty much in agreement that an injustice had been done with no one arrested, and that there was no racial divide in how the case is being perceived. The city is 57 percent white and 30 percent black. It has a median household income of almost $42,000.

"To me, I don't think it's even a race issue, other than for the people involved," Ladonna Williams, 38, who is black, said as she shopped at the Seminole Towne Center shopping mall, more than a mile the shooting took place. "It's just about ... to be able to take somebody's life in 2012 and not even go to jail for it, that is just sad. No matter, for any color. Not just black or white. Any color."

Zimmerman's father delivered a letter to the Orlando Sentinel on Thursday, saying the way his son is being depicted in the media is cruel and misleading. He also says his son has received death threats and moved out of his home. George Zimmerman is Hispanic and grew up in a multiracial family, the statement says.

"He would be the last to discriminate for any reason whatsoever ...," the letter says. "The media portrayal of George as a racist could not be further from the truth."

A 12-year-old Minnesota girl was reduced to tears while school officials and a police officer rummaged through her private Facebook postings after forcing her to surrender her password, an ACLU lawsuit alleges.?

The claims are the latest in a string of tales showing that even password-protected, private online activities might not be safe from curious government agencies and schools. (See last week?s story)

The girl, whose identity is withheld in the lawsuit, came home "crying, depressed, angry, scared and embarrassed" after she was intimidated into divulging her login information by a school counselor and a deputy sheriff, who arrived in uniform, armed with a Taser, the lawsuit alleges.

"(The student now) fears that the school could make her give up her passwords at a moment's notice, at any time, for any reason," the lawsuit claims.? It also alleges that password prying is standard practice at the Minnewaska Middle School, which the student still attends. "(Officials) have compelled other students to disclose their private information and have accessed students' online accounts on multiple occasions," it states.

Officials at the Minnewaska Area School District -- which is about 125 miles northwest of Minneapolis -- say the ACLU's version of events is "one-sided," and that the school acted to "prevent disruption," according to a statement e-mailed to msnbc.com by Superintendent Gregory Ohl.?

"The district is confident that once all the facts come to light, the district's conduct will be found to be reasonable and appropriate," it said. ?

When asked if the district has obtained other students? login information, he responded, ?We feel this is not accurate.?

The lawsuit raises the complicated -- and quite unsettled -- legal quandary that balances students' constitutional rights with schools' needs to maintain order and a positive educational environment. For example, can schools punish students who publicly criticize school officials on their own time using social networks?

Federal district courts have handed down contradictory decisions on that issue. Facing a chance to settle the matter, the U.S. Supreme Court in January declined to hear three cases on the issue.

But private social media criticism, intended only for a limited audience behind a password or a privacy wall, raises a different legal issue, said Teresa Nelson, a lawyer for the ACLU in Minnesota. ?

"The notion that it was a search of her private Facebook content ... the Fourth Amendment applies," she said.? "The government has to have a really good reason to do that kind of search," and would need a court order in most cases, she said.

Monitor 'was mean to me'
According to the ACLU's version of events, the girl had moved and entered a new school as a 6th-grade student in the fall of 2010. In early 2011, she felt targeted by a school monitor and posted an update to her friends-only Facebook wall saying she "hated" the monitor because "she was mean to me," using her own computer and while off campus.

Soon after, she was called into the principal's office -- he had obtained a screen shot of the post -- and given detention.

The student subsequently posted another update to her page related to the incident: "I want to know who the f%$# told on me," the complaint says. Again, she was called to the principal's office, and this time was suspended for "insubordination" and banned from a class ski trip.

In March, the student had a second run-in with school authorities.? The parent of another student had complained that the girl was talking about sex with that student.? The 12-year-old was called out of class by a school counselor and eventually brought into a room with several school officials and the sheriff's deputy, where the password demands began.

The ACLU claims that the school never asked the girl's parents for permission to examine her private Facebook space. The school district doesn't dispute that it obtained the girl's password, but does say it had parental permission.

"Any viewing of (the student's) Facebook account was done with the express consent of her parents," it said in the statement to msnbc.com.

In the First Amendment fight over online criticism related to school, districts and parents are relying on legal interpretations of an outdated 1969 Supreme Court decision knows as ?Tinker,? which gives students wide latitude to criticize.? That decision famously gave us the phrase, "Students don't shed their constitutional rights at the school house gates." ?The opinion offers little guidance about rights on the other side of a firewall or a Facebook password, however.

The Tinker case basically found that students can say what they want as long as the speech doesn't cause a disruption at school.? But can a school's ability to punish students extend to activity conducted entirely off school grounds?

Dozens of cases over the last decade have failed to hash out the online version of this debate.? In one, a Pennsylvania student who was suspended for making a MySpace page that mocked a principal was granted a reprieve because the U.S. Court of Appeals found it wasn't disruptive. In another, a West Virginia student's suspension was upheld after she created a MySpace page where students were encouraged to discuss if a fellow classmate had herpes.?

Legal confusion
Even though the National School Boards Association asked the U.S. Supreme Court to hear appeals on these two cases in an attempt to break what seems like a legal tie, the nation's top court demurred, leaving behind a lot of legal confusion.

"Things are complicated," said the ACLU?s Nelson. "Kids have been criticizing school officials since there have been school officials. ... If kids had been venting about teachers at McDonald's no one would care."

One important distinction noted by Nelson: While she believes demands for a student's Facebook password were a clear Fourth Amendment violation, there's no constitutional issue raised by a school official learning about a private communication that's volunteered by another student. In other words, students' private Facebook chatter is only as private as the participants make it.

The ACLU of Minnesota offers a rights handbook to students who use social media. While it's specifically applicable only to Minnesota law, its principles are universal.

The pamphlet notes that while school officials in most cases cannot force students to reveal their Facebook login information, officials can search for evidence of violations "if they have reasonable individualized suspicion" about an ongoing violation of school rules.?

And while free speech rights may prevent schools from banning students from classes because of non-disruptive but critical Facebook posts, those legal protections do not extend to extracurricular activities. In other words, football players and math club members can be kicked off their squads for anything a school official deems against policy.

It's important to note that while Facebook's terms of service say members cannot give out their passwords or otherwise allow others to view private areas of their accounts. But those same terms say members must be 13 years old to join.

It is impossible to overstate the importance of solid leadership when it comes to a company or organization. Whether you work an hourly wage, or are the CEO of a company, you will have opportunities for leadership, both formal and informal. Paul B Thornton?s 1999 book Be The Leader, Make The Difference proposes a framework for understanding effective leadership called the 3-C Model. The three C?s it encompasses are challenge, confidence, and coaching. Leaders are to challenge those they lead, build confidence in them, and than coach them to success.

1. Challenge:

• Share vision; help people see that more is possible
• Set very high goals; force people to leave their comfort zone
• Ask challenging questions to help people question their assumptions about what is possible

2. Confidence

• Instill confidence by recognizing and rewarding positive accomplishments
• Verbally express confidence
• Provide opportunities for responsibility and authority, therefore expressing confidence in them
• Remind them of past successes

3. Coaching

• Provide clear and immediate feedback
• Showcase the examples of those who accomplish much
• Set an example of continual self-improvement
• Help people see what they need to do to be successful and reach their individual and collective goals

Washington is NIT-bound

Washington's three-year NCAA tournament run ended today.

The Huskies (21-10) failed to receive an at-large berth and are headed to the NIT.

The NIT Selection Show is 6 p.m. on ESPNU.

Washington is the first team from a major conference in the modern era to win the league and not make it to the tournament.

"I'm much more disappointed than surprised," coach Lorenzo Romar said today on the teleconference. "We talked to our team how we had to finish strong ever since that Oregon game when we lost and played the way we did. That was a huge, huge setback. I thought we had righted the ship and we were doing really well. Then the last two really hurt us. So I'm not surprised at all. Just really disappointed."

--- When asked what does it mean when the regular-season winner from a traditional power conference doesn't make the Big Dance, he said: "I just don't see this happening again. Unfortunately we have to be the team that's involved in it this year when it does happen."

--- (When did you realize the NCAA tourney may not happen?) "When we lost to Oregon State, I got real concerned. Really concerned. When Cal lost, I got more concerned. Then St. Bonaventure (won) and Saint Louis lost. A number of things like that started to happen. But what we've been saying, I've been saying this for the last three week is control what you can control. We had control of the situation and we lost control. So then we're at the mercy of upsets and all kinds of things that might or might not happen."

--- (How do you motivate players for the NIT?) "Mentally I've kind of been preparing myself for this a little more. Now I'm even moved on a little bit or as much as you can right now because you still hold for the one little bit of hope that maybe they'll call your name. It didn't happen. I say all of that to say, there's more games. We get to play more games. We get to be with this team longer. Darnell Gant and whoever else is not going to be here next year. We all get to be together a little longer. There's a lot of players coming back next year. We can continue to grow. It's something that I'm looking forward to doing."

--- Romar said if UW had won just one more game, then the Huskies would be playing in the NCAA tournament. "If you take any (away) anyone of those losses and I think we're looking for tape to find out how we're going to scout the opponent in the NCAA tournament," he said.

--- (How are the players?) "Our guys are very disappointed. After winning the conference outright, I don't think they could see any way of why we would not be in the tournament. In their minds,"

--- Romar doesn't feel UW needs to change its approach to non-conference scheduling.

--- He said maybe he'll change the way he coaches the non-conference games. In the past, Romar liked to use those games to get ready for the Pac-12 season. "Maybe in terms of your rotations early in the year," he said. "Maybe we get into our rotation quicker because of how important these games are. Sometimes we try to play a lot of guys early to figure out who is going to be the best out there on the floor. But we'll see how it goes."

--- (Does this send a dangerous message that the conference season doesn't matter?) "No doubt. The selection process is done a lot by numbers. You can almost feed information to the computer and then let it spit out the field of 68. If that's the case you're numbers have to be right. Do I believe we're better? Are we the 69th best team or 70th? No way in the world. We're definitely one of the best 68 teams, but the numbers didn't bear that according to the selection committee. That's how they evaluated our conference. Usually it is worth something us winning our conference. In the Summit League, I believe Oral Roberts went 17-1 and won the conference but their league was ranked so low that didn't matter. Nevada had a heckuva year and they won their conference by 2-3 games I believe and they didn't make it. Our conference was just not ranked as high based on the numbers this year. That's why we suffered."

--- When Iona was announced, Romar thought it would be very difficult. He said: "I thought we would have been in before them."

--- (On the NIT) "There's teams that are in the NIT and they're disappointed and it's a letdown for them because their sights were set on the NCAA tournament. They kind of have to get up to play in this tournament. And there's other that were waiting to see if they would get in the NIT like we were waiting for the NCAA tournament. The trick is that if you're one of the teams that is down and you're playing one of the ones that is so excited, they can get you. It's past us. We are in a tournament. It's another challenge. You have a chance to win a championship. It's not what we wanted. It wasn't our first choice, but we need to take a hold and seize the moment and get ready to go."

National Park air space is strictly controlled, so there's no below-the-rim or bottom-landing chopper rides at the South Rim. For that, you will need to depart from Sin City.
